Job Description:
The Geographic Information Specialist III is responsible for initiating, planning, and conducting complex geospatial projects as part of the geographic information systems (GIS) team within DSHS’ Center for Health Statistics. The position works with public health subject matter experts, other GIS analysts, and executives to complete a wide range of projects.

This position regularly interacts with internal and external stakeholders to elicit their GIS needs, establishes timelines for responding to these needs, and accurately develops and prepares geospatial data and products for customers. The position is regularly responsible for geocoding large public health and other data files, for example those of the agency’s health registries and hospital utilization data. The work further requires the management and manipulation of geospatial data to create, maintain, display, and update public health maps and data visualizations.

The position works to document all processes and procedures, create appropriate metadata to ensure complete and accurate data, and updates and maintains spatial databases for agency-wide use.

Additionally, the position works proactively to identify agency needs to include web mapping and geospatial analyses. Such efforts apply statistical and geospatial analytic methods to measure the confluence of epidemiologic, population, and other data sources, resulting in innovative solutions and resources based on scientifically sound principles.

The position will prepare and conduct research presentations, will develop and prepare technical papers informing public health initiatives, and will coordinate with the GIS team lead to propose and implement long-term projects. Work is performed with limited supervision and with considerable latitude for professional creativity, initiative, and independent judgment.

Essential Job Functions:
EJF 1: Maintains and utilizes current knowledge on geospatial techniques and implements new methodologies as appropriate. Performs geocoding of programmatic data, prepares maps, data visualizations, web mapping applications, and other products for the use of clients, including agency executives, and external agency documents. (35%)

EJF 2: Coordinates the acquisition, documentation, creation, and management of GIS datasets and other data files necessary to complete GIS projects. Develops and implements data management policies and methods. Documents all procedures used, validates data for accuracy and completeness, and completes approved metadata forms. (25%)

EJF 3: Initiates and conducts, in collaboration with the GIS team lead, advanced geographic/geospatial projects, including producing innovative spatial analyses and online mapping applications, related to national, state, and local public health datasets, including vital statistics data, preparedness activities, and other health or epidemiologic initiatives. Applies, tests, and evaluates appropriate and innovative methods to statewide and research data based on scientifically sound geospatial principles. Will prepare and conduct research presentations and write technical papers based on findings (20%)

EJF 4: Communicates with customers, agency staff, and management regarding GIS requests and develops parameters for specialized mapping requests. Provides technical assistance to public health subject matter experts, agency GIS analysts, and other customers. (15%)

EJF 5: Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Knowledge Skills Abilities:

Registration or Licensure Requirements:

Initial Selection Criteria:
Education and/or experience in geographic information systems analysis and design work required.
Additional Information:
The DSHS Center for Health Statistics currently employs a hybrid workplace model that requires staff to be in the office at least once per week.
