JOB SUMMARY
Use your GIS skills and dedication to quality customer service to support the enterprise GIS at the City of San Marcos.  As a member of the GIS team, you will work with the team and our customers to maintain and curate citywide GIS data.  The successful candidate will work to ensure GIS data adheres to departmental standards, assist with quality control of data, and help improve processes and procedures with workflows and software.

ESSENTIAL FUNCTIONS AND DECISION MAKING
ESSENTIAL FUNCTIONS

  • Assists with the creation, and maintenance of data.
    • Entry of plats, as-builts, planning case files, and public safety data into the geodatabase, often from source CAD files.
    • Assists the 911 coordinator of the City of San Marcos with addressing, maps, memos, MSAG reports and citizen letters.
    • Adheres to established standards and procedures for the development and maintenance of geospatial data.
    • Participates in the GIS and CAD data submission review process.
  • Supports the GIS Manager and GIS Analysts in providing information products to various departments.
  • Establishes procedures and standards for accurate, complete, and timely data entry into GIS and/or other assigned systems; includes producing and maintaining internal standard operation procedures, training materials, and systems documentation.
  • Utilizes electronic graphics designs system components such as laser printers, scanners, cameras, GPS, disk drives, etc.  Assists with address geocoding and analysis for demographic, population, and crime data.
  • Prepares maps and other representations of spatial data, with adherence to established cartographic standards.  Must have knowledge of principles and practices of mapping, coordinate systems, projection and scale.
  • Miscellaneous:
    • GIS research to find new data or help with utility requests.
    • Collect GPS points as needed.
    • Assists in answering customer queries and providing customer support, including requests for information
    • Assist in the maintenance of all large format printers and scanners.
    • Attends technical training sessions.
    • Maintains administrative and clerical duties as required.
    • Performs other duties as required.
    • Maybe subject to on-call duties and called out during emergencies

  • Analytical reasoning needed to troubleshoot problems, determine technological solutions and apply the best solution to the problem.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)
MINIMUM REQUIREMENTS

  • Associate degree in Geography, Engineering, Computer Science, or related field.
  • GIS Certificate from an accredited school.
  • Required Experience:
  • Demonstrated knowledge of CAD systems and data formats.
  • Demonstrated knowledge of ESRI ArcGIS Editing Software tools.
  • Familiarity with geographic projections and cartographic principles, as demonstrated through coursework or work experience.
  • Minimum two (2) years of experience working with computers and office software (Microsoft Office Suite)
  • An equivalent combination of education and experience sufficient to successfully perform the duties of the job may be considered.
  • Valid Driver’s License with an acceptable driving record.
  • Must obtain ITIL Foundation certification within one (1) year.

PREFERRED QUALIFICATIONS

  • Minimum two (2) years of experience using ESRI ArcGIS software.
  • Familiarity with utility networks.
  • Familiarity with raster data.

JOB DIMENSIONS

  • Technical manuals and instruction, engineering construction plans, trade journals, City policies and procedures, reports, files, and other paperwork. User documentation, specifications, bids, correspondence, slides, charts and other paperwork.  Computer related calculations for designing spreadsheets and other programs, basic math skills. Must be able to communicate professionally with citizens, management, field level personnel and vendors, verbally and in writing.
  • Work cooperatively with GIS professionals in a team environment.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 30 pounds occasionally.  Subject to sitting, handling, fine dexterity, vision (including distinguishing color), hearing and talking constantly; standing and kneeling frequently, walking, lifting, carrying, pushing/pulling, reaching, bending and foot controls occasionally.

Working conditions are climate-controlled, office environment.
